PCMC has asked fibre optic operators to submit documents within 30 days as it prepares Standard Operating Procedures (SOPs) for fibre network installation across the city. The objective is simple: better coordination, reduced road damage, and accountability in infrastructure development.

“Every fibre company wants to lay cables quickly. One digs today, another digs tomorrow, and soon the same road is repaired multiple times.

Citizens blame the municipality. Operators blame contractors. Contractors blame approvals.

‘Who grants permission?’

‘Who verifies the route?’

‘Who restores the road after digging?’

‘Who is accountable if the work quality is poor?’

When these activities are redesigned into a clear SOP, delays reduce, duplication disappears, and accountability improves.
